42nd ANTIGUA SAILING WEEK

 25 APRIL-1 MAY 2009

SAILING INSTRUCTIONS

1.0 Preamble.

1.1 The 42nd Antigua Sailing Week Regatta will commence on Saturday April 25 2009 and end on Friday May 1 2009. The Organising Authority is the Antigua Sailing Week Committee, affiliated to the Antigua Sailing Association. Regatta Headquarters will be at the Antigua Yacht Club in Falmouth Harbour
1.1.1 For Division ‘A’ the series will consist of eight races using laid marks off the coast of the island including three windward/leeward races.
1.1.2 For Division ‘B’ the series will consist of seven day races using laid marks off the coast of the island.
1.1.3 Division A will consist of Racing and Racing Multihull classes.
1.1.4 Division B will consist of Performance Cruiser, Cruising, Bareboat, International Dragon and Cruising Multihull classes.
1.2 The top three Bareboats in each class as scored on the night of Thursday April 30 will race the following day in a Gold Fleet. The remainder of the Bareboats will form the Silver Fleet. The Gold Fleet will race as a separate class. The winner of the Gold Fleet on corrected time will be the 2009 Bareboat Champion

Times are Antigua Standard Time (UT minus 4 hours) throughout.

2.0 Rules.
2.1 The Regatta will be governed by
the Racing Rules of Sailing (RRS) 2009 -2012,
the Current CSA Rating Rules,
the International Dragon Class Rules
the Multi 2000 Rating Rule
the Notice of Race and
these Sailing Instructions and Appendices


2.2 RRS 63.7 is changed in that in the event of conflict the hard copy Sailing Instructions issued at Registration will prevail, superseding all previous editions, including those published on the event website.

2.3 RRS 63.1 is changed in that penalties may in some circumstances be applied by the Race Committee on the water without a hearing as specified in Notice of Race 8 and 12 and SI's 7.5, 12.7, and 14.5,. The specific offences referred to are not subject to protest by competing boats. Any boat thus penalised may request redress from the International Jury under RRS 62.1.

2.4 RRS 77 will not apply. Competing boats shall comply with SI’s 7.3 and 7.5.

2.5 RRS Appendix D (Team Racing Rules) will not apply.

2.6 RRS 52 (Manual Power) will not apply to the Division 'B' fleet, nor to any boat in either fleet granted written exemption by the Race Committee.

3.0 Notices to Competitors

3.1 Notices to competitors will be posted on the official notice board adjacent to the Committee Desk which will be established at each start and finish location.

3.2 Skippers’ Briefing

3.2.1 There will be a briefing for one (only) representative from each entered boat at 0800 on Saturday, April 25 on the lawns of the Antigua Yacht Club. Entry to the briefing will be by special pass, which must be obtained upon Registration, see SI 3.3.

No smoking is allowed at this briefing.

3.3 Registration

Registration will take place at the Committee Desk at the Antigua Yacht Club on Wednesday April 22 from 1000 to 1700, Thursday April 23 from 1000 to 1700 and Friday April 24 from 1000 to 1800. An information pack, together with identification numbers, class flags, and a list of entries will be issued to each competing boat. Entrants are reminded to obtain their entry pass for the Skipper’s Briefing (SI 3.2.1 above) at Registration.

4.0 Changes to Sailing Instructions.

4.1 Any change in the Sailing Instructions will be posted on the official notice board (see SI 3.1) before 0730 on the day of the race to which it refers. Copies of any notice or amendment will be available from the Committee Desk on request.

4.2 Copies of Amendments to Sailing Instructions will not be available from the Committee Boats. It is the sole responsibility of each boat to check the notice board near the Committee Desk and obtain any amendments that may have been issued, before leaving the dock.

4.3 Changes in Sailing Instructions may be given verbally by VHF from the committee boats as specified in SI 11.3 (ii).

5.0 Signals made ashore.

5.1 Signals made ashore will be displayed at the signal mast adjacent to the committee desk at the Antigua Yacht Club. For races based away from the south coast, they will be displayed from one or both committee boats’ masts when at anchor in Fort James Bay or alongside in Jolly Harbour.

5.2 Amendments to sailing instructions will be signalled by IC flag ‘L’ over the IC numeral pennant denoting the number of the last amendment.

6.0 Schedule of Races.

6.1 Details are shown in SI Appendix One.

7.0 Classes & Class Flags

7.1 Classes are as specified in the Notice of Race, Para. 5. The Classes, Class Flags, and starting sequence times are given in SI Appendix Three.

7.2 Four sets of identification numbers will be issued to each entered boat at Registration.

7.3 Boats shall clearly display their identification numbers on the lifelines on both sides, fore and aft, at all times while racing. This is especially important at the start and finish.

7.4 Boats shall display Class Flags at all times while racing. No other flags shall be displayed from the backstay except place pennants awarded during the week and, where required, a protest flag.

7.5 Boats shall not wear an ensign while racing with the exception of an optional, small Antiguan courtesy flag flown from the crosstrees. Any boat racing with an ensign displayed and not subsequently retiring may be marked on the score sheet with the letter 'W'. If such a boat finishes with an ensign displayed in subsequent races from which she does not retire, she may be penalized with a 10% place penalty for each such occurrence. A blue EEC flag shall count as an ensign for the purpose of these Sailing Instructions

8.0 Racing Area.

8.1 Courses will be set using laid marks located off the coast of the island of Antigua as shown in SI Appendix One.

9.0 Courses.

9.1 The courses for all races are as described in SI Appendix One. The positions of the mark buoys are given in SI Appendix Two, and are approximate. Where mark buoys are moored in deep water they may move due to wind and current effects for a distance of up to 300 yards from their charted position.

9.2 The diagrams in SI Appendix One are provided as an aid only and are not part of the Sailing Instructions. Competitors are advised to purchase the Imray-Iolaire Chart of Antigua Number A27. Note that the positions of the Antigua Sailing Week buoys vary from year to year and may not be as shown on Chart A27. Competitors are strongly advised to plot all of them by hand from the ranges and bearings given in SI Appendix Two.

9.3 Courses may be shortened as per RRS 32.2 at any gate or rounding mark. Where flag ‘S’ is displayed with a class flag or several class flags, the designated class or classes only shall finish between the mark and a staff displaying Flag ‘S’.

9.4 Prohibited Areas – Boats shall not sail inside any part of Cades Reef or inside the Warrington Bank or WIOC mooring buoys while racing.

9.5 Protests arising from any infringement of SI 9.4 may only be initiated by the Race Committee. This changes RRS 60.1.

10.0 Marks.

10.1 The Starting and Finishing Marks will be inflatable buoys.

10.2 The Course Marks will be orange inflatable buoys, and will have their designating letter as given in SI Appendix Two marked on them in black.

10.3 Mark ‘Windward’ will be a yellow, circular, ‘tomato’ buoy marked with the letters ‘WD’.


10.4 Yellow, or other orange inflatable buoys, or a mark boat flying flag 'M' may replace any of these marks.

10.5 All Antigua Sailing Week buoys may remain in position for the entire regatta whether incorporated in ‘live’ courses or not.

10.6 With reference to RRS Definitions 'Mark', a buoy or fender attached to the Starting or Finishing Committee Boat is to be regarded as a permanent attachment to that vessel.

11.0 Signals Afloat and Radio.

11.1 The Committee Desk will maintain a listening watch on VHF Channel 12. Competitors are requested to use VHF Channels 16 (see SI 11.2) or 12 in the event of an emergency. No other communications on VHF Channel 12 will be acknowledged. Committee Boats will not monitor either VHF Channels 16 or 12.

11.2 A safety boat, callsign 'ABSAR Rescue' with a paramedic on board will maintain a listening watch on VHF Channel 16 during racing.

11.3 Committee Boats will maintain a listening watch on VHF Channel 17 (Division 'A') and Channel 77 (Division 'B') during racing and may, in accordance with RRS 90.2(c), broadcast the following information: -

Both Divisions (Channels 17 and 77)
(i) Time checks 30 and 15 minutes before the first warning signal each day.
(ii) Notification of Amendments to the Sailing Instructions and, if the amendment is new, its text, 30 and 15 minutes before the first warning signal each day.
(iii) The side to pass or round Mark ‘WINDWARD’ (at or before each class’s Preparatory Signal).
(iv) Whenever possible and as soon as possible after the starting signal the identity of boats listed OCS, BFD and ZFP. Failure to transmit this information will not be grounds for redress.
(v) The Shortening, Abandonment or Postponement of any race.
(vi) The Committee Boat departing the finish line (see SI 13.4).

Division ‘A’ Only (Channel 17)
(vii) The expiry of the time limit for all windward leeward races, see SI 15.
(viii) The starting times and order of starting for Races 5 and 8


12.0 The Start.

12.1 In accordance with RRS 26 start times will be taken from visual signals. The failure of the Race Committee to make any sound signal or VHF transmission shall not be grounds for protest or request for redress.

12.2 The location of the starting line for all races is as specified in SI Appendix One.

12.3 The starting line for each race will be between an orange flag on the Starting Committee Boat and the course side of an inflatable mark.

12.4 There will be separate starting lines for Division 'A' and Division 'B'. These will be separately identified by each Starting Committee Boat flying the appropriate Flag 'A' or 'B' below a dark blue flag with a white 'C' thereon.

12.5 For all Division B races, RRS 26 is changed in that the Warning Signal will be made ten minutes and the Preparatory Signal four minutes before the start of each class, as shown in SI Appendix Three. For Division A races the Warning Signal will be made five minutes and the Preparatory Signal four minutes before the Starting Signal.

12.6. For Division A afternoon Races (Races 5 and 8), classes which have completely finished the preceding race may be started first to avoid excessive delays. The identity of the next class to start will be broadcast in advance of and at that class’s warning signal.

12.7 All boats shall keep well clear of both Division A and Division B starting lines until their warning signal and while other classes are starting, whether racing or not. All boats that have either finished or retired shall keep clear of boats still racing especially in the vicinity of the finish lines. The Race Committee may award a 20% place penalty to any boat seen infringing this instruction or seen crossing the finishing line of a division in which they are not racing.

12.8 Recalls

12.8.1 Recalls will be signalled in accordance with RRS 29. The Race Committee may identify premature starters on VHF Ch 17 (Div. ‘A’) or 77 (Div. ‘B’) or by hail, as appropriate, shortly after the start of each race, using the race identification number on the lifelines or the boat's name or its sail number. Failure to do so will not be grounds for redress.

12.8.2 Any postponements or general recalls will delay the posted times of start of the classes yet to start. The race committee will advise competitors of the time of the next and subsequent warning signals at the earliest opportunity. After a general recall, in order to minimise delay boats are requested to return to the start as soon as possible. The warning signal will be made one minute after the First Substitute is removed.

13.0 The Finish.

13.1 The finish for each race will be at the location specified in SI Appendix One. Each Division shall finish on separate finishing lines. The Finishing Committee Boats will display a dark blue flag with a white 'C' thereon, with flags 'A' or 'B' under it as appropriate for each division.

13.2 The finishing line will be between the course side of an inflatable mark and an orange flag on each Finishing Committee Boat. For Division A, Races 4 and 7, the side of the committee boat on which to finish is specified in SI Appendix 1 as the start sequence for the following race may be in progress on the other side of the committee boat.

13.3 All competing boats are requested to take the time of their finish and the race identification numbers of the boats finishing immediately ahead and astern of them and make this information available to the Race Committee if so requested. After finishing boats shall keep clear of the finishing line and of other boats still racing.

13.4 In the event of a Committee Boat not being on station at the finish before the expiry of the time limit, the observance of SI 13.3 is especially important. The time, to be taken to the nearest second, is when the bow of the boat crosses an imaginary line from the position of the finishing buoy, at right angles to the direction from the previous mark of the course.

14.0 Penalties.

14.1 Boats not complying with SI Appendix 4 (Safety Requirements) shall suffer an immediate place penalty of 20% applied to the last race that they have completed. If boats thus penalised are found again not to comply with the requirements of SI Appendix 4 on any subsequent spot check they will be disqualified from the last race completed.

14.2 The penalty for an infringement of Part 2 of the RRS will be as per RRS 44.2 (Two-Turns Penalty).

14.3 The Race Committee on the water reserves the right, at its absolute discretion, to disqualify any boat, which has, in its opinion, been handled dangerously and/or in gross disregard of the Rules of the Regatta. RRS 36 is changed in that any such disqualification will be applied to the following race should the current race be abandoned.

14.4 The International Jury may, at its discretion, impose a percentage penalty in lieu of disqualification for any infringement with the exception of infringements of Parts 1 or 2 of the RRS but including infringements of the safety requirements contained in SI Appendix 4.

14.5 Competing boats shall not race with an anchor overhanging the ends of the boat. If observed by the race committee, such boats will be protested by the Race Committee and may subsequently be penalised or disqualified by the International Jury.

14.6 A boat, which acknowledges an infringement prior to the relevant protest hearing, may be penalised with a 40% place penalty or five places, whichever is greater, at the discretion of the International Jury.

14.7 Competing boats shall not dump garbage into the sea. If observed by the Race Committee such boats will be protested and may subsequently be penalised or disqualified by the International Jury.

15.0 Time Limits & Retirements.

15.1 RRS 35 is changed in that the time limit will be 1800 for each day's racing with the following exceptions:

15.1.1 Division A Races 4 and 7 (morning races) for which the time limit will be one hour from the finishing time of the first valid finisher in each class or 1400, whichever is earlier.

15.1.2 Division A Races 5 and 8 (afternoon races) for which the time limit will be one hour from the finishing time of the first valid finisher in each class or 1800, whichever is earlier.

15.1.3 The Gold and Silver Fleet bareboat race on Friday May 1 for which the time limit will be 1600.

15.2 Boats not finishing within the time limit will be scored 'DNF'.

15.3 A boat retiring may hoist her ensign and shall notify the Race Committee of her retirement either by calling the appropriate Committee Boat on VHF channels 17 or 77, or by hailing the Finishing Committee Boat. In either case she shall receive an acknowledgement prior to leaving the course area.

16.0 Protests.

16.1 RRS 61 is changed in that protesting boats are urgently requested to notify the Committee Boat for their Division of their intention to protest by hail or on VHF Channel 17 or 77 as appropriate. Boats shall make this notification immediately after finishing, remaining clear at all times of boats still racing.

16.2 Protests shall be submitted on protest forms available from the Protest Committee Desk and should be completed and lodged as soon as possible, but in any event no later than one hour after the Finishing Committee Boat for their Division docks. The protest time limit for each division will be posted at the Committee Desk see SI 3.1.

16.3 An International Jury will be constituted as specified in RRS 70.5 and RRS Appendix N1.4b. The time limit for filing a written request for a hearing under RRS Appendix N1.4b is one hour after the International Jury’s decision is announced. The decision of the International Jury is final.

16.4 Notices informing competitors of the place and time of each protest will be posted as soon as possible and hearings will be commenced as soon as these notices are displayed. The International Jury will normally hear protests in the order of their receipt. Representatives of the parties to each protest shall remain on call in the vicinity of the protest rooms until their protest is heard.

16.5 When a competing boat has been involved in an incident that may make her subject to a protest, it is her sole responsibility to check the protest notice board and to ascertain if she is involved. The failure of a representative from such a boat to appear when called to a hearing will be considered by the International Jury as grounds for their proceeding under RRS 63.3(b).

16.6 No measurement or rating protest will be accepted after 1900 on Tuesday, April 29th 2008.

16.7 RRS 66 is changed in that on the last day of racing, a party to a hearing may ask for that hearing to be reopened no later than one hour after being informed of the decision of the initial hearing.

16.8 Any claim for damages arising from an incident while a boat is bound by the Racing Rules of Sailing shall be subject to the jurisdiction of courts and not considered by a protest committee or jury. A boat that takes a penalty or retires does not thereby admit liability for damages or that she has broken a rule.

17.0 Arbitration.

17.1 For protests involving an alleged breach of RRS Part 2 a short arbitration hearing will be offered, prior to any protest hearing, except that protests where contact between boats has occurred may not be arbitrated, but may be adjudicated by the International Jury.

17.2 After a written protest form is properly lodged, one representative from each boat will meet the arbitrator unless the protestor requests that the protest be withdrawn. No witnesses will be allowed. Protests not resolved by arbitration will be forwarded to the International Jury for adjudication.

17.3 A boat that accepts the arbitrator's opinion that she has infringed a rule of RRS Part 2 shall receive a 40% penalty. The acceptance of this arbitration cannot be appealed nor be grounds for a claim for redress.

18.0 Scoring

18.1 Scoring shall be as specified in RRS Appendix A using the Low Point Scoring System. Eight races are scheduled for Division A and seven for Division B, of which at least one shall be completed by each Division to constitute a series.

18.2 The application of handicaps will be on the 'Time on Time' system.

19.0 Results & Prizegiving.

19.1 Two trophies for national teams will be awarded, one for Division A and one for Division B.

19.2 Provisional Results will be posted at or near the Committee Desk as soon as possible after each race.

19.3 Prizes and Cups will be presented on Friday, May 1 2009 at about 1500 at the Antigua Yacht Club. Additional prizes will be presented during the evening of May 1 at about 2100 The decisions of the Prize Committee are final.

19.4 Prizes to be distributed are listed in the programme. Only Division A Racing Classes I, II & III are eligible for the Lord Nelson Cup.

19.5 Special first, second and third prizes for the Gold Fleet Bareboat Championship and for the Silver Fleet Bareboat Championship, each based on the result for the race held on Friday May 1, will be presented at the Antigua Yacht Club on the evening of Friday May 1 2009.

19.6 There will be a special, Round the Island Trophy, presented by Yachting World, for the best elapsed time for Division A boats completing the circumnavigation. There will be a special Trophy presented by Corum Watches for the best elapsed time for Division A boats completing the around Redonda Race.

20.0 Disclaimer.

20.1 The Organising Authority is providing this Regatta only on the understanding that neither they nor their representatives bear any responsibility for any loss, damage, death or personal injury howsoever caused to any competitor, skipper or crew as a result of their taking part in the series.
20.2 In the interests of safety, and in accordance with RRS 76.1 the Organising Authority reserves the right to reject or cancel the entry of any boat prior to the first race if it considers that its crew are insufficiently experienced for the size and classification of the boat in question. This is particularly applicable to boats in the larger classes of Division ‘A’ who recruit the majority of their crew for this series on an advance payment per head basis.
20.3 In addition the Owner/Skipper shall bear full responsibility for the conduct, actions and good behaviour of their crews and guests for the duration of this Regatta. In the event of a serious breach of conduct, bad sportsmanship, the destruction of property, or any material failure to comply with the proper request of any Race Officer, Committee Member or agent of Antigua Sailing Week by a boat’s crew or their guests, the Owner/Skipper will be held responsible. The boat or one or more of its crew may be subject to penalisation or expulsion from the regatta by the International Jury, which may include being banned from future Antigua Sailing Weeks as well as the current one.
20.4 By entering, each competitor warrants the suitability of the entered boat for the races. Prior inspection of the boats does not in any way limit the absolute responsibility in this respect of the Owner/Skipper entering the boat.
20.5 In particular, owners shall accept full responsibility for the seaworthiness and safe navigation of their boats and the competence of their crews, and use their own judgment whether to start, continue or retire from the race in the existing or forecast conditions. Owners shall draw the attention of the crews to this disclaimer before the start of any race, and also to RRS Fundamental Rule 4 (Decision to Race).

21. Insurance

21.1 Boats are strongly advised to hold valid Third Party Liability Insurance valid for the duration of the regatta.

For all Division A windward leeward races (Races 1, 7 and 8):-

START: A windward start between an orange flag on a committee vessel stationed south of Falmouth Harbour and a yellow inflatable mark on its starboard side. Race 8 will be started as soon as possible after each class has completed Race 7, and not necessarily in the regular sequence. The order of starting, the course to be sailed and the next class to start will be announced on VHF Channel 17 at or before the warning signal.

The Performance Cruiser fleet shall race around the Island from Falmouth Harbour anti clockwise following Division A, finishing off the North West Corner near Dickenson Bay. The Cruising fleet, Bareboats and Cruising Multihulls shall race from Rendezvous Bay to Dickinson Bay in a clockwise direction.

START: The start for the Performance Cruising Fleet will be from a committee vessel line laid off Falmouth Harbour (the same location as for Division A). The Starting line will be between an orange flag on a committee vessel on station at the starboard end of the line and a yellow inflatable mark at the port end of the line.

Appendix Four – Safety Requirements for Racing  (As per Notice of Regatta Para 9)

1. Items 2 to 16 are compulsory for all boats with the exception of the International Dragon Class who need only comply with paragraphs 2 (carriage of a VHF), 10 (life jackets), and 11 (life buoy).

2. All boats shall carry a minimum of three competent crew and a working marine band VHF radio capable of transmitting and receiving on the emergency and Race Committee channels.

3. Softwood plugs or other suitable material, tapered to fit into all through-hull fittings.

4. Lifelines and bow and stern pulpits, or lifelines secured in such a way as to form a stern pulpit of not less than 18 inches in height, except that lifelines may be split at the bow to facilitate sheeting. Lifelines shall be taut with not more than seven feet between supports, taut being defined as no apparent sag between supports. Lifelines shall be attached securely and in such a way that no part of the system is elastic in nature.

5. A fire extinguisher charged and in date accessible from the deck.

6. Two buckets of not less than two gallons capacity, fitted with lanyards of suitable length and strength.

7. One anchor with a chain of suitable size for the boats length and displacement and a suitable rode of at least 150 feet in length. NO PART OF THE ANCHOR SHALL OVERHANG THE ENDS OF THE BOAT WHILE RACING.

8. A first aid kit suitable for rendering First Aid treatment in minor emergencies.

9. A chart or charts covering the racing area.

10. A lifejacket constructed to an acceptable standard with whistle attached, for each person on board. Lifejackets shall be of an acceptable size for the intended wearer and be readily accessible.

11. One lifebuoy capable of supporting the largest member of the crew in the water and positioned above deck such that it is immediately available for use in an emergency.

12. A heaving line at least fifty feet in length, capable of floating, positioned above deck such that it is immediately available in an emergency.

13. Four red hand-flares and two orange smoke-flares all in date.

14. A compass suitable for navigation.

15. A shut-off valve in working order shall be fitted to each fuel tank outlet.

16. Hatches, companionways and ports shall be capable of being made watertight while racing.

17. Cockpits to be self-bailing and to be fitted with adequate drains.

18. Sufficient water shall be carried on board so that there remains at least one pint for each member of crew after completion of each race.
