43rd ANTIGUA SAILING WEEK

24th – 30th APRIL 2010

Sailing Instructions

The Organising Authority is the Antigua Sailing Week Committee, affiliated with the Antigua Sailing Association.
Regatta Headquarters will be at Nelson’s Dockyard, English Harbour, Antigua.
Times are Antigua Standard Time (UTC minus 4 hours).

 

1 RULES
1.1 The regatta will be governed by the rules as defined in the “Racing Rules of Sailing 2009-2012”.
1.2 The 2010 CSA Rating Rule
1.3 The Multi 2000 Rating Rule.
1.4 Bareboat Class Rules are described in Appendix A of the NOR.
1.5 Safety Requirements are described in Appendix B of the NOR.
1.6 Crew Qualification and Conduct Requirements are described in Appendix C of the NOR.

2 NOTICE TO COMPETITORS
Racing Division A notices to competitors will be posted on the official notice board located at the regatta desk in Nelson’s Dock Yard.
Cruising Division B notices to competitors will be posted at the regatta desk at the start/finish venues.

3 CHANGES TO SAILING INSTRUCTIONS
Any change to sailing instructions will be posted before 0830 on the day it will take effect, except changes to the schedule of races will be posted by 2000 on the day before it will take effect.

4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed on the flag pole at Nelson’s Dock yard. Announcements will be broadcast over the designated VHF channels.

4.2 For races based away from English Harbor, signals made ashore will be displayed on the signal boat at the start / finish venues. Announcements will be broadcast over designated VHF channels.

4.3 At 0900, the race committee will signal with one sound, a harbor start for all classes. All boats shall monitor designated VHF channels for race committee announcements.

4.4 During a postponement ashore, the race committee will broadcast status messages on the hour and half-hour. The warning signal for the first class will be no earlier than 1 hour and 30 minutes after the AP is lowered.

 

 

5 SCHEDULE OF RACES
5.1 The warning signal for Race 1 only will be at 1200 starting off Falmouth Harbour.
5.2 The first warning signal for subsequent days will be at 1100.

6. CLASSES, BOW NUMBERS, IDENTIFICATION NUMBERS
6.1 Boats will be assigned to fleets (Racing Division A and Cruising Division B) and classes within those fleets at the sole discretion of the organizing authority.
6.2 Boats shall fly from their backstay the class flag corresponding to their class assignment. Boats without backstays shall fly the class flag from their starboard standing rigging.
6.3 Boats shall display proper sail numbers, bow numbers, or identification numbers at all times during the regatta.
6.4 Racing Division A, all boats without proper sail numbers will be issued identification number panels, which shall be attached in the following manner; both port and starboard immediately following the bow rail, attached vertically to the upper life line, drawn taught, and secured to the toe rail.
6.5 Cruising Division B, one-design classes, Bareboats, Performance Cruiser, Cruising, and Cruising Multihull classes, without proper sail numbers will be issued identification number panels. Number panels shall be attached in the following manner; both port and starboard immediately following the bow rail, attached vertically to the upper life line, drawn taught, and secured to the toe rail.

7. RACE AREA
7.1 Racing areas are described in S.I. Appendix 1.

 

8. THE COURSES
8.1 Race courses are described in S.I. Appendix 1.

9. MARKS
Race mark location and description are described in S.I. Appendix 2.

10 THE START
10.1 Races will be started using rule 26.
10.2 The starting line will be between a staff on the signal boat displaying an orange flag and a nearby mark.

11 THE FINISH
11.1 The finishing line will be between a staff on the signal boat displaying a blue flag and a nearby mark.
11.2 If the race committee intends to start an additional race it will display the Second Substitute (with no sound signal) while boats are finishing. Once an entire class has finished the race committee may start an additional race for the classes that have finished although other classes may still racing.
11.3 For days with additional races the finish line will be on the opposite side of the signal boat from the starting line.
 

12 PENALTY SYSTEM

12.1 An international jury will be appointed in accordance with rule 91(b) and Appendix N. The jury may be split into panels as described by N1.4(b). The time limit for filing a written request for a hearing under N1.4(b) is one hour after informing parties of the decision.
12.2 The international jury may impose a percentage penalty in lieu of disqualification for breaking a racing rule. This changes RRS 64.1(a) and appendix A4.2.
12.3 The Two-Turns Penalty for breaking a rule of part 2 is replaced by a One-Turn Penalty. This changes rule 44.1.
12.4 A boat which acknowledges breaking a rule of Part 2 after finishing but prior to the protest hearing may be penalised with a 40% place penalty or five places, whichever is greater, at the discretion of the International Jury. This changes rules 44.3(c) and A4.2.

12.5 ARBITRATION

For protests involving an alleged breach of a rule of Part 2, a short arbitration hearing will be held prior to a protest hearing.

One representative from each boat will meet with an arbitrator unless the protestor requests that the protest be withdrawn. No witnesses will be allowed. Protests not resolved by arbitration will be forwarded to the jury.

The arbitrator will not be a member of the jury that hears the protest but will be permitted to observe the testimony given to the jury and offer testimony. This changes rule 63.3(a).


13 SCORING
13.1 The Low Point Scoring System, rule A4.1, will apply except a boat’s series score will be the total of her race scores. This changes rule A2.

14 COMMUNICATIONS
14.1 It is the intention of the race committee to broadcast important regatta and race course information to the fleet on the designated VHF channel. These broadcasts will include, course designation, warning signals, and recalls. All competing boats shall carry a VHF radio capable of receiving race committee communications and for safety purposes. Failure of a boat to hear any notification on the VHF radio will not be grounds for redress. This changes rules 29.1 and 60.1(b).

14.2 DESIGNATED CHANNELS
Racing A’s designated channel is VHF 17
Cruising B’s designated channel is VHF 77

15 PRIZES
15.1 Two trophies for national teams will be awarded, one for Racing Division A and one for Cruising Division B.
15.2 Provisional results will be posted at the committee desk as soon as possible after each race.
15.3 Prizes and Cups will be presented on Friday April 30, 2010 at approximately 1600 hours in Nelson's Dockyard. Additional prizes will be presented during the evening of April 30, 2010 at approximately 2100 hours.
15.4 Prizes to be distributed will be listed in the REGATTA PROGRAME. Only Racing Division Classes I, II & III are eligible for the Lord Nelson Cup.
15.5 Special first, second and third prizes for the Gold Fleet Bareboat Championship and for the Silver Fleet Bareboat Championship, each based on the result for the race held on Friday April 30, will be presented in the Nelson’s Dockyard on the evening of Friday April 30, 2010.
15.6 There will be a special, Round the Island Trophy, presented by Yachting World, for the best elapsed time for Division A boats completing the circumnavigation.
15.7 The Antigua Ocean Series will be open to boats completing the Guadeloupe to Antigua Race, the Round the Island Race and the Around the Redonda Race. Boats may compete in the Ocean Series independently of Antigua Sailing Week

16 DISCLAIMER OF LIABILITY
16.1 The Antigua Sailing Week Organising Committee Authority is providing this regatta only on the understanding that neither they nor their representatives bear any responsibility for any loss, damage, death or personal injury howsoever caused to any competitor, skipper or crew as a result of their taking part in the series.
16.2 By entering, the competitor warrants the suitability of the entered boat for the races. Prior inspection of the boats does not in any way limit the absolute responsibility in this respect of the owner and the competitor entering the boat.
16.3 Owners shall accept full responsibility for; the seaworthiness of their boat, the ability to safely navigate their boats, the competence of their crews, and use their own good judgment whether to start, continue or retire from the race in the existing or forecast conditions. Owners will draw the attention of their crews to this disclaimer before the start of any race, and to Fundamental rule 4 ,DECISION TO RACE.

17 INSURANCE
Boats are strongly advised to hold valid Third Party Liability Insurance valid for the duration of the regatta.

APPENDIX 3
SAFETY REQUIREMENTS FOR RACING

B1 All boats shall carry a minimum of three competent crew and a working marine band VHF radio capable of transmitting and receiving on the emergency and race committee channels.
B2 Items B2.1 to B2.16 are compulsory for all boats with the exception of the International Dragon Class who need only comply with B2.8 (life jackets), B2.9 (life buoy), and B1 (carriage of a VHF) above.
B2.1 Softwood plugs or other suitable material, tapered to fit into all through-hull fittings.
B2.2 Lifelines and bow and stern pulpits, or lifelines secured in such a way as to form a stern pulpit of not less than 18 inches in height, except that lifelines may be split at the bow to facilitate sheeting. Lifelines shall be taut with not more than seven feet between supports, taut being defined as no apparent sag between supports. Lifelines shall be attached securely and in such a way that no part of the system is elastic in nature.
B2.3 A fire extinguisher redily accessable from the deck, charged and in date.
B2.4 Two buckets of not less than two gallons capacity, fitted with lanyards of suitable length and strength.
B2.5 One anchor with a chain, of suitable size for the boats length and displacement and a suitable rode of at least 150 feet in length. No part of the anchor shall overhang the ends of the boat while racing.
B2.6 A first aid kit suitable for rendering first aid treatment in minor emergencies.
B2.7 A chart or charts covering the racing area.
B2.8 A lifejacket constructed to a national standard with whistle attached, for each person on board. Lifejackets shall be of a proper size for the intended wearer and be readily accessible.
B2.9 One lifebuoy capable of supporting the largest member of the crew in the water and positioned above deck such that it is immediately available for use in an emergency.
B2.10 A heaving line at least fifty feet in length, capable of floating, positioned above deck such that it is immediately available in an emergency.
B2.11 Four red hand-flares and two orange smoke-flares all in date.
B2.12 A compass suitable for navigation.
B2.13 A shut-off valve in working order shall be fitted to each fuel tank outlet.
B2.14 Hatches, companionways and ports shall be capable of being made watertight while racing.
B2.15 Cockpits to be self-bailing and to be fitted with adequate drains.
B2.16 Sufficient water shall be carried on board so that there remains at least one pint for each member of crew after completion of each race.
B2.17 Boats shall not race with an anchor overhanging the ends of the boat.
