43rd ANTIGUA SAILING WEEK
24th – 30th APRIL 2010
NOTICE OF REGATTA


The Organising Authority is the Antigua Sailing Week Committee, affiliated with the Antigua Sailing Association.Regatta Headquarters will be at Nelsons Dockyard, English Harbour, Antigua.Times are Antigua Standard Time (UTC minus 4 hours).

 1 RULES
1.1 The regatta will be governed by the 2009-2012 Racing Rules of Sailing (rule);
1.2 The 2010 CSA Rating Rule.
1.3 The Multi 2000 Rating Rule.
1.4 Bareboat Class Rules are described in Appendix A
1.5 Safety requirements are described in Appendix B
1.6 Crew qualification and conduct requirements are described in Appendix C

2 ADVERTISING
2.1 Advertising is allowed in accordance with ISAF Regulation 20.3.1.
2.2 Competitors are requested to respect the brand exclusivity of our Official Sponsors, whose support enhances the event for all competitors.

3 ELIGIBILITY AND ENTRY
3.1 Racing Division A will consist of CSA Racing and Racing Multihull classes.
3.2 Cruising Division B will consist of CSA Cruising Boats, Bareboat, International Dragon and Cruising Multihull classes.
3.3 Entries shall be made online at www.sailingweek.com
3.4 Entries will be accepted up to 1800 on Friday, April 16, 2010.
3.5 Late entries may be accepted at the sole discretion of the Organising Authority. If late entry is accepted, a 20% penalty will be levied on top of the entry fee.
3.6 The Organising Authority reserves the right to amalgamate, cancel, divide, sub-divide or rearrange classes at its discretion.

 4 FEES
4.1 Entry fees will be USD $12.00 per foot of measured overall length.
4.2 For boats from CSA affiliated yacht clubs the entry fee will be USD$10.00 per foot. .

5 REGISTRATION
5.1 Registration will take place at the Committee Desk in Nelson’s Dockyard on Wednesday April 21, 2010 from 1000 to 1700, Thursday April 22, 2010 from 1000 to 1700 and Friday April 23, 2010 from 1000 to 1800.
5.2 Entrants are responsible for picking up their race packets at the Committee Desk at Regatta Headquarters to ensure that their entry is complete. An information packet with sailing instructions, class flags, identification number, a list of entries, and a ticket to the Skippers' Briefing will be provided once registration is complete.
5.3 There will be a Skippers' Briefing at 0800 on Saturday, April 24, on the lawn of the Antigua Yacht Club. Only one representative from each entered boat may attend.

 6 SCHEDULE
6.1 Eight races are scheduled for Racing Division A and six races scheduled for Cruising Division B, of which one race is required to be completed to constitute a series.
6.2 The Warning signal for race 1 will be 1200

Racing Division A

Saturday 24 April - Race 1 Windward/Leeward race starting off English Harbour
Sunday 25 April - Race 2 Yachting World Round the Island Race starting and finishing at Falmouth Harbour
Monday 26 April - Races 3 and 4 Two inshore races along the South Coast from Falmouth Harbour
Tuesday 27 April - Race 5 Willoughby Bay Race off the South East Coast
Wednesday 28 April - Lay day
Thursday 29 April - Races 6 and 7 Two inshore races along the South Coast from Falmouth Harbour
Friday 30 April - Race 8 Windward/Leeward race starting off English Harbour

Cruising Division B

Saturday 24 April - Race 1 Short inshore race off South West Coast starting off Rendezvous Bay.
Sunday 25 April - Race 2 The Dickenson Bay Race – Race around the Island anti clockwise following Division A, finishing off the North West Corner off Dickenson Bay.
Monday 26 April - Race 3 Race off West Coast of Antigua to finish outside Jolly Harbour
Tuesday 27 April - Race 4 The Jolly Harbour to Falmouth Harbour Race – Starting off Five Islands, finishing off Falmouth Harbour.
Wednesday 28 April - Lay day
Thursday 29 April - Race 5 Willoughby Bay Race off the South East Coast
Friday 30 April - Race 6 Gold & Silver Fleet Race for Bareboats and an inshore race along the South Coast for the balance of Division B.

The organising Authority reserves the right to amend the schedule.

7. MEASUREMENTS
7.1 All boats shall have a valid CSA rating.
7.2 Ratings and measurement decisions of the Official Measurer will be final.
7.3 See Appendix A4 for additional CSA Measurement requirements.

8. SAILING INSTRUCTIONS
8.1 Sailing Instructions will be available on the Regatta web-site on or about April 1st, 2010.

9. VENUE
9.1 The courses to be sailed will be located off the coast of the Island of Antigua.

10. THE COURSES
10.1 Courses will be Windward / Leeward, Coastal Races and one Round the Island race as described in the Schedule.

11. PENALTY SYSTEM

11.1 An International Jury will be appointed in accordance with rule 91 (b) and Appendix N. The jury may be split into panels as envisioned by N1.4 (b). The time limit for filing a written request for a hearing under N1.4 (b) is one hour after the decision is announced. The decisions of the International Jury will be final in accordance with rule 70.5.
11.2 The International Jury may impose a percentage penalty in lieu of disqualification for any infringement, with the exception of infringements of Parts 1 or 2 of the rules, except for NOR 13.4.
11.3 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
11.4 A boat, which acknowledges an infringement of a rule of Part 2 after finishing but prior to the protest hearing, may be penalised with a 40% place penalty or five places, whichever is greater, at the discretion of the International Jury.
11.5 An arbitration procedure as detailed in the Sailing Instructions will be offered for protests involving rules of Part 2.

12. SCORING
12.1 The Low Point Scoring System rule, A4.1, will apply

13. COMMUNICATIONS
13.1 It is the intention of the Race Committee to broadcast important Regatta and Race Course information to the fleet on the designated VHF channel. These broadcasts will include, Course Designation, Warning Signals, and Recalls. All competing boats shall carry a VHF radio capable of receiving Race Committee Communications and for safety purposes. Failure of a boat to hear any notification on the VHF radio will not be grounds for redress. (This changes rules 29.1 and 60.1 b).

14. PRIZES
14.1 Two trophies for national teams will be awarded, one for Racing Division A and one for Cruising Division B.
14.2 Provisional Results will be posted at the Committee Desk as soon as possible after each race.
14.3 Prizes and Cups will be presented on Friday April 30, 2010 at approximately 1600 hours in Nelson's Dockyard. Additional prizes will be presented during the evening of April 30, 2010 at approximately 2100 hours.
14.4 Prizes to be distributed will be listed in the programme. Only Racing Division Racing Classes I, II & III are eligible for the Lord Nelson Cup.
14.5 Special first, second and third prizes for the Gold Fleet Bareboat Championship and for the Silver Fleet Bareboat Championship, each based on the result for the race held on Friday April 30, will be presented in the Dockyard on the evening of Friday April 30, 2010.
14.6 There will be a special, Round the Island Trophy, presented by Yachting World, for the best elapsed time for Division A boats completing the circumnavigation.
14.7 The Antigua Ocean Series will be open to boats completing the Guadeloupe to Antigua Race, the Round the Island Race and the Around the Redonda Race. Boats may compete in the Ocean Series independently of Antigua Sailing Week

15. DISCLAIMER OF LIABILITY
15.1 The Organising Authority is providing this Regatta only on the understanding that neither they nor their representatives bear any responsibility for any loss, damage, death or personal injury howsoever caused to any competitor, skipper or crew as a result of their taking part in the series.
15.2 By entering, each competitor warrants the suitability of the entered boat for the races. Prior inspection of the boats does not in any way limit the absolute responsibility in this respect of the Owner/Skipper entering the boat.
15.3 Owners shall accept full responsibility for; the seaworthiness of their boat, the ability to safely navigate their boats, the competence of their crews, and use their own good judgment whether to start, continue or retire from the race in the existing or forecast conditions. Owners will draw the attention of the crews to this disclaimer before the start of any race, and to Fundamental rule 4 (Decision to Race).

16. INSURANCE
16.1 Boats are strongly advised to hold valid Third Party Liability Insurance valid for the duration of the regatta.

 Appendix A

A1. Bareboat Class Rules

A1.1 The Organizing Authority is dedicated to ensuring an equal and fair bareboat class. In order to ensure that the Bareboat Class provides sailors an equal opportunity, the Organizing Authority has established stringent rules to ensure that genuine bareboaters are protected from parties who arrange for any form of unfair advantage.
A1.2 Competitors in the Bareboat class shall not have any pecuniary interests in the particular boat being sailed nor have colluded with the charter company to have any equipment installed that might give them any real or perceived advantage.
A1.3 The boats from the bareboat companies shall be allocated to the entrant on a purely random basis. If by some statistical anomaly an entrant is allocated the same boat for two years in a row, it is advisable to give written notification to the Organizing Authority to inform them of the situation.
A1.4 Boats entered in the Bareboat Class will be restricted to recognized bareboat fleets acceptable to the Organizing Authority.
A1.5 Only equipment provided as standard by the bareboat company will be allowed. No spinnakers, spinnaker poles, whisker poles or second headsails will be permitted.
A1.6 Operators of bareboat companies including employees and persons who have previous experience or affiliation with the boat being sailed, the sails, and/or the standard bareboat equipment are restricted from this class.
A1.7 If the organizing authority determines that a boat has broken appendix A The Race Committee will protest that boat.
A1.8 The top three bareboats in each class as scored on the night of Thursday April 29 will race the sixth race in a Gold Fleet. The remainder of the Bareboats will form the Silver Fleet. The Gold Fleet & the Silver Fleet will race in separate classes. The winner of the Gold Fleet, on corrected time, will be the 2010 Bareboat Champion.

A2. National Teams

A2.1 National teams of three monohull boats may be entered in both Racing Division and Cruising Division. More than one team may be entered per territory. Each boat in a national team shall include an owner or skipper who shall certify that he or she is a citizen of, or has been a resident of the country represented for a minimum of three years, and actually resided there for a minimum of six months in each of the last three years.

A3. Classic Yacht Classes

A3.1 In the Racing Fleet there will be a 'X' Category for boats fifteen or more years old.
A3.2 In the Racing, and Cruising Fleets there will be a 'Z' Category for boats of twenty or more years old.

A4. Measurement Clarifications

A4.1 All headsails shall comply with CSA Girth Restrictions. Tack pennants of up to two feet six inches in length are permitted.
A4.2 Boats entered in Racing Division may fly normal spinnakers or asymmetrical sails and will all be rated with spinnakers. Code Zeros may also be used if the boat is rated for them and they comply with the CSA Rules.
A4.3 Boats entered in the Cruising Class of the Cruising Division may fly spinnakers, MPS, asymmetrical sails and one or two jibs and will be rated in accordance with the sails they elect to carry, as per their entry form.
A4.4 The Bareboat and Cruising Division Multihull fleets may only carry mainsail and jib, with no pole or device to boom out the genoa. 

APPENDIX B

SAFETY REQUIREMENTS

B1. All boats shall carry a minimum of three competent crew and a working marine band VHF radio capable of transmitting and receiving on the emergency and Race Committee channels.
B2.  Items B2.1 to B2.16 are compulsory for all boats with the exception of the International Dragon Class who need only comply with B2.8 (life jackets), B2.9 (life buoy), and B1 (carriage of a VHF) above.
B2.1. Softwood plugs or other suitable material, tapered to fit into all through-hull fittings.
B2.2. Lifelines and bow and stern pulpits, or lifelines secured in such a way as to form a stern pulpit of not less than 18 inches in height, except that lifelines may be split at the bow to facilitate sheeting. Lifelines shall be taut with not more than seven feet between supports, taut being defined as no apparent sag between supports. Lifelines shall be attached securely and in such a way that no part of the system is elastic in nature.
B2.3. A fire extinguisher charged and in date accessible from the deck.
B2.4. Two buckets of not less than two gallons capacity, fitted with lanyards of suitable length and strength.
B2.5. One anchor with a chain, of suitable size for the boats length and displacement and a suitable rode of at least 150 feet in length. No part of the anchor shall overhang the ends of the boat while racing.
B2.6. A first aid kit suitable for rendering First Aid treatment in minor emergencies.
B2.7. A chart or charts covering the racing area.
B2.8. A lifejacket constructed to a National Standard with whistle attached, for each person on board. Lifejackets shall be of a proper size for the intended wearer and be readily accessible.
B2.9. One lifebuoy capable of supporting the largest member of the crew in the water and positioned above deck such that it is immediately available for use in an emergency.
B2.10. A heaving line at least fifty feet in length, capable of floating, positioned above deck such that it is immediately available in an emergency.
B2.11. Four red hand-flares and two orange smoke-flares all in date.
B2.12. A compass suitable for navigation.
B2.13. A shut-off valve in working order shall be fitted to each fuel tank outlet.
B2.14. Hatches, companionways and ports shall be capable of being made watertight while racing.
B2.15. Cockpits to be self-bailing and to be fitted with adequate drains.
B2.16. Sufficient water shall be carried on board so that there remains at least one pint for each member of crew after completion of each race.

APPENDIX C

CREW QUALIFICATION AND CONDUCT

C1. In the interests of safety, and in accordance with rule 76.1 the Organising Authority reserves the right to reject or cancel the entry of any boat prior to the first race if it considers that its crew are insufficiently experienced for the size and classification of the boat in question.
C2. The Owner/Skipper shall bear full responsibility for the conduct, actions and good behaviour of their crews and guests for the duration of this Regatta.
C3. In the event of a serious breach of conduct, bad sportsmanship, the destruction of property, any material failure to comply with the proper request of any Race Officer, Committee Member or agent of Antigua Sailing Week the Owner/Skipper will be held responsible. The boat or one or more of its crew may be subject to penalisation or expulsion from the regatta by the International Jury, which may include being banned from future Antigua Sailing Weeks as well as the current one.
C4. Competing boats shall not dump garbage into the sea.
